I met Carlos Bueso two weeks ago, at the Central American Free Software Encounter. I am translating this mail writen by Erika Valverde (Costa Rica) explaining his situation.

Hello everybody,

I wrote this some hours ago, and am circulating it because I don’t know what else to do… I imagine all of us are in similar terms with our frustration and our willingness to do something.

Somebody answered to me with an update, and I reelaborated the note, and am reproducing it here so everybody shares it with our communities, via our blogs and whatever ways we find. We must do something, right? At least this! And I don’t know what more… Can somebody think of anything? Meanwhile, please redistribute this.

I am writing to other organizations to see what we can do.

Our friend Carlos Bueso has been detained in El Progreso. He is a communicator, acused of sedition.

This morning, our friend Carlos Bueso was detained. Carlos is a member of the Comunicación Comunitaria (COMUN) organization, as well as of the Central American Free Software community. COMUN promoves and defends laboral and human rights by advancing alternative communication means. Their offices are located in El Progreso, 250 Km north of Tegucigalpa, the national capital, in the Atlantic coast of Honduras, and 26 Km from San Pedro Sula, the country’s second city in importance.

Carlos Bueso is an 18 year old informatics technician. In COMUN, he works performing computer-related teaching and Free Software promotion. He also is an editor for the Vida Laboral magazine, and maintains the http://wwww.honduraslaboral.org website.

In the June 30 morning, Carlos took part of a demonstration in El Progreso, Yoro, against the coup perpetrated on June 28. This demonstration was repressed at 10 AM, the army shot at the air and used several tear gas bombs. Carlos was detained, as well as Marcelino Martinez, Jorge Cordon, Junior Antunez, Joel Martinez, Martha Ileana Hernandez and Jose Erazo. Carlos and other people are detained in the El Progreso police cells, and will be presented to the tribunals next July 1st, accused of sedition.

The detainees have been interviewed, and they are OK, waiting to be put at the Public Prosecutor’s (Ministerio Público) authority. The Prosecutor can decide to set them free, or refer them to the Tribunals. If they are sent to the Tribunals, they will be probably sent to the local presidium for six days to be interrogated.

Like millions of Latin Americans, I spent the first eight years of my life living under a totalitarian and dictatorial government.

There are other actors, but the methods are the same. What we’ve seen in Honduras in the last 36 hours; the military in the streets, the curfew, the kidnappings, the censorship on free and independent press, seems to be a replay of an old soap opera, starring Pinochet, Somoza and the dictators in turn in any Latin American country in the 70’s.

There’s no justification for violence against a peaceful country. Really. We cannot justify a military coup. No matter where we stand politically or what we think about Zelaya’s government.

Raise your voice and take action against this criminal act. Demand the return of democracy to Honduras.

Declaración de Estelí

Definiciones:

Software Libre: Programa de computación cuya licencia
garantiza al usuario acceso al código fuente del programa y lo
autoriza a ejecutarlo con cualquier propósito, modificarlo y
redistribuir tanto el programa original como sus modificaciones, sin
tener que pagar regalías adicionales a los desarrolladores previos.

Estándares Abiertos: Especificaciones técnicas, publicadas y controladas por alguna organización que se encarga de su desarrollo, las cuales han sido aceptadas por la industria, estando a disposición de cualquier usuario para ser implementadas en un software libre u otro, promoviendo la competitividad, interoperatividad o flexibilidad.

Preámbulo:

Nosotros y nosotras, integrantes de la comunidad centroamericana de personas usuarias, desarrolladoras y activistas de Software Libre nos hemos reunido en la ciudad de Estelí, Nicaragua, con los siguientes objetivos: reunir experiencias de organización por parte de las comunidades, compartir conocimiento técnico, crear lazos sociales y cohesión de ideas en la región y fijar objetivos comunes para el impulso del Software Libre en Centroamérica.

Tomando en cuenta que todos los gobiernos de nuestros países han firmado y ratificado la Carta Iberoamericana de Gobierno Electrónico1, enfatizamos en la importancia de recordar las afirmaciones de dicha Carta en términos de recomendar: “el uso de Estándares Abiertos y de Software Libre en razón de la seguridad, sostenibilidad a largo plazo y para prevenir que el conocimiento público no sea privatizado.”

Considerando también que el uso del Software Libre y Estándares Abiertos

1.Contribuye a fortalecer a la industria nacional de software.

2.Contribuye efectivamente con la reducción de la brecha social y tecnológica.

3.Permite la interoperabilidad de los sistemas de información del Estado para dar respuestas rápidas y oportunas a los ciudadanos y ciudadanas, mejorando la gobernabilidad y la autonomía.

4.Permite mejorar los niveles de seguridad de los sistemas.

5.Es un instrumento para alcanzar la soberanía y autonomía tecnológica, con una mejor inverisón de los recursos públicos.

Acordamos instar a los gobiernos, instituciones educativas, centros de investigación, sociedad civil y a todas las instancias relacionadas de Belice, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, y Panamá a que:

1.Se establezca como política de Estado, el uso de Estándares Abiertos y de Software Libre en la Administración Pública.

2.Se fomente la investigación y el desarrollo de software desde un modelo de licenciamiento, construcción y acceso libres, desarrollado con Estándares Abiertos, procurando incentivos especiales para esos fines.

3.Se promueva el uso generalizado del Software Libre y Estándares Abiertos en la sociedad, capacitando e instruyendo a los usuarios y usuarias.

4.Se establezcan políticas para incluir el Software Libre desarrollado con Estándares Abiertos, en los programas de educación básica y diversificada, bajo los principios de una Educación Tecnológica inclusiva, creativa y solidaria.

5.Se establezcan dentro de los planes y programas de fomento e implementación de Software Libre y de Estándares Abiertos, mecanismos que respeten la identidad, diversidad de contextos, culturas, etnias y géneros.

6.Se procure el desarrollo de sistemas operativos y aplicaciones adecuadas para poblaciones específicas según sus características étnicas, culturales y socioeconómicas.

7.Que las inequidades sociales en el acceso a la educación y la tecnología pueden reproducir los modelos patriarcales y que el Software Libre puede ser una herramienta que aporte a la participación, autonomía y empoderamiento de las mujeres en la sociedad.

8.Que no se permita el patentamiento de software y de algoritmos, pues atenta contra el desarrollo tecnológico de nuestros países y las oportunidades de nuestra población para convertirse en sujetos activos en la construcción del conocimiento.

9.Que las instituciones públicas deben compartir la información referente a solicitudes de patentamiento y modificaciones a las leyes de derechos de autor, para que esos datos sean accesibles de manera gratuita y estén disponibles a través de medios digitales, utilizando Estándares Abiertos.

10.Que la información y los estudios realizados en universidades e instituciones públicas deben estar disponibles para su uso, aprendizaje y mejoramiento por ser de interés público.

11.Que los currículums universitarios deben incorporar dentro de sus asignaturas, los esquemas de licenciamiento libres.

12.Que las universidades deben incluir dentro de las carreras afines al desarrollo de sistemas, los conocimientos básicos acerca de las nociones generales de derechos de autor y esquemas de licenciamiento.

Dado en la ciudad de Estelí, Nicaragua, a los veinte días del mes de junio de dos mil nueve.

Today is the second day at the Central American Free Software Summit in Estelí, Nicaragua.

We had some interesting working groups covering topics such as Free Software in Education, Free Software in Government, Licenses and Copyleft, and Free Software and Gender. Every work group is going to present their recommendations and some joint initiatives and projects for the Central American communities.

There were also some workshops at the ECSL; Drupal, Mono, Asterisk, Sugar, Django and best practices in programming. Also, a lot of discussions and informal meetings took place in the afternoon and several social activities are programmed for tonight.

So far, it has been an amazing experience. It’s great to get to know better our old (and new) friends from Central America and share and learn from all the experiences working with the local communities.

Summary of yesterday’s meeting with the leaders of the Central American Ubuntu LoCo Teams:

• As of today, only two teams in the area are approved teams. The Ubuntu Nicaragua and El Salvador teams are going to help the other teams
• We’re going to create a single Central American support forum, instead of six, and redirect all the users to the site.
• The local teams are going to preserve their local IRC channels for meetings and redirect the support to the #ubuntu-centroamerica channel.
• We’re going to modify the web sites of the Central American teams, designing a unique Drupal template for the six countries.
• Ubuntu Central America is going participate in the Ubuntu Global Bug Jam and other efforts as a single team.

After the meeting, we had the opportunity to hang out with Enrique Nabet, the delegate of Belize at the Central American Free Software Summit. The Ubuntu Nicaragua team is going to help him to form the Ubuntu Belize team and set up the basic web resources.

Los recién iniciados en esto del software libre se sorprenden al ver una comunidad organizada con su propia cultura, normas y códigos de conducta. Para ellos es díficil concebir una comunidad entusiasta de activistas alrededor de una aplicación de software.

El problema radica en que miran al software libre desde una óptica meramente tecnológica.

Esto no pasa solamente en el exterior, también dentro de nuestra comunidad hay grupos e individuos que solo les interesa la parte tecnológica y que se enfocan exclusivamente en promover el uso de las aplicaciones que ellos usan y poco les importa la ética y filosofía del software libre.

Desgraciadamente es este tipo de gente que prevalece hoy en día en nuestra comunidad; gente apática, egoista, e ignorantes de las dimensiones éticas, políticas y sociales del movimiento de software libre.

¿Qué se debe hacer para enderezar el rumbo?

Sinceramente, no lo sé… Lo único que sé es que el futuro de la comunidad nicaragüense no es tan brillante a como se vislumbraba un par de años atrás.
